| Joint Funding, General |
From time to time individuals, organizations and other governmental agencies express an interest in some aspect of the educational system of Palm Beach County by offering to donate gifts of money or services on some form of joint funding basis to the School Board. It shall be the policy of the Board to accept such donations upon the recommendation of the Superintendent subject to the following conditions:
The Board has the financial ability to participate in such joint funding.
The specified use of the funds is not in conflict with any policy, regulation or statute under which the Board must operate.
Such donations will not inhibit or disrupt unduly an ongoing project or program which has had prior Board approval.
It is understood that the Board may jointly fund such donations with labor and/or material as well as monies if it so desires.
The term "Joint Funding" is construed to mean some contribution by the School Board which does not necessarily have to equal the donated amount.
Donors must supply the School Board with equipment that meets School Board specifications or the donor may give funds to the school for purchasing of equipment by the purchasing department.
Equipment permanently installed so that it becomes part of the school structure shall be maintained or replaced at School Board expense.
Proposals for fund raising which require joint funding shall receive written clearance by the area superintendent or his designee prior to initiation of fund-raising activities.
All proposals for joint funding shall be presented by the individual schools as part of their budget requests.
The Superintendent will develop guidelines designed to insure equitable participation with all individuals, organizations, or other governmental agencies indicating those projects in which joint funding will be provided, including but not limited to:
Those projects which are fully the responsibility of the Board;
Those projects which are of a shared responsibility; and
Those projects which are fully the responsibility of the school.
In each request for joint funding the principal shall indicate how this request relates to other needs which are financed by community fund raising and will particularly emphasize how the request relates to higher priority needs.
